CTANJ Operator Licensing Process

The goal of our association is to assist new operators who are entering the ground transportation industry. We have created this resource page to help you understand the steps involved in becoming a licensed operator in the State of New Jersey.
While the process may initially seem daunting, our members are here to support you. We also offer various programs to assist with any questions or concerns you may have.
Licensing In 6 Steps
Note For Specialty Vehicles that hold 8 or More Passengers:
If you plan to operate a vehicle that accommodates 8 or more passengers—such as a van, stretch limousine, or bus—you must also apply for U.S. DOT Authority and comply with additional Federal DOT regulations. For details, visit: https://www.fmcsa.dot.gov/registration/do-i-need-usdot-number

Vehicle Acquisition
Carefully consider your vehicle purchase. If you are just starting out, a multi-purpose vehicle such as an SUV may be a practical choice. Keep in mind that you don’t need to purchase the most expensive model—keeping your startup costs low is key. Please consider that purchasing a black vehicle with a black interior will keep your vehicle uniform with your competitors and enable you to perform work for other companies. We have several vehicle vendors within our association who can assist with your purchasing needs. Please refer to our membership directory for vendor listings.

Fire Extinguisher & First Aid Kit
In New Jersey, all commercial vehicles must have a fire extinguisher and a first aid kit on board at all times.

Correct Insurance Type & Minimum
All limousines in New Jersey must carry a minimum of $1.5 million in liability insurance coverage. CTANJ has several insurance broker members who are excellent resources. Please consult our member list to find these contacts.

Licensing from your Township
Regardless of whether you operate from your home or another location, you will need approval from your local township. Check with your Township Clerk to ensure your location is permitted for transportation operations. You will be required to provide proof of insurance and vehicle details to obtain a
Certificate of Compliance.

Obtain New Jersey Limousine Plates
The first step in the process will be to obtain a Corporate Code with New Jersey Motor Vehicle Commission. Click on the link here to get that information: https://www.nj.gov/mvc/business/blsfaq.htm#Corp
Once you have your Certificate of Compliance and Corp Code, you must present it to the New Jersey Motor Vehicle Commission to register your vehicle and receive New Jersey Limousine Plates (OL).

Driver Licensing/Fingerprinting
Under New Jersey Limousine Law, all limousine drivers must be fingerprinted and obtain a Limousine Driver Certification from the New Jersey Motor Vehicle Commission. For more information, visit:
